The Ministry of Transport is under pressure to select a second designated Israeli carrier for Russian routes following the publications that passenger numbers are set to increase from September 19, when the cancellation of visa requirements for travel to and from Russia goes into effect.
 
During 2007, some 130,000 Russian tourists visited Israel, excluding 60,000 one-day travelers who entered Israel via one of its land borders with Egypt and Jordan, and stayed for less than 24 hours, the period of time for which Israel does not require a tourist visa. During the first six months of 2008, some 150,000 Russian tourists visited Israel, a growth of 133 percent compared to the first half of 2007. The cancellation of the tourist visa for Russian tourists is anticipated to bring some more 100,000 Russian tourists here annually.
 
According to sources at the Tourism Ministry there are fears that there could be a shortage of seats on a route considered one of the most potentially lucrative to the local tourism industry.
The cancellation of the visa requirement will mean a saving of not only of $120 per passenger but also a great deal of the bureaucracy for obtaining a visa.
 
The bilateral agreement between Israel and Russia provides for the operation of four regular carriers. At present El Al Israel Airlines is the only Israeli airline flying to Russia, with two daily flights to Moscow and St. Petersburg.
 
Israir Airlines and Tourism Ltd. and Arkia Airlines Ltd. have declared their interest in the route.
