Shaar -Olami, (“Global Gate”), Israeli customs next generation computerized system,is one of the first end-to-end automated solutions for customs in the world.
The experience gained by the Israeli Customs in the design of the new state-of-the-art mega computer system, will set the pace for automation in other government departments leading to true e-government in foreign trade.Effective November 17, 2013, the Israeli Customs administration has implemented a security declaration which must be transmitted to the customs authorities electronically prior to the arrival of goods in the Israeli customs territory.
Electronic transmission of master bills of lading, master air waybill (MAWB) and house bills of lading, air waybill (HAWB) data this declaration, called CRI (Cargo Report Import), is compliant with the World Customs Organization SAFE framework of standards.
For maritime transport, it is necessary to send a “SEA” version of the CRI electronic message, regardless of whether the goods are unloaded upon arrival in Israel or not.For air transport, it is necessary to send a “MASTER” version of the electronic CRI message, accompanied by either a “DIRECT” message for a House Airway bill established by an air carrier, a “HOUSE” version for a House Airway bill established by a NVOCC. Due to the complexity of the new system it was decided to launch it in four separate stages. The first stage covers cargo manifests, the second basic imports, advanced import and export.
