Israel Passes New Export Control Law

The new law covers, in addition to traditional defense exports, dual-use items as well as intellectual property and other intangible. It will take effect at the end of 2007
 
Israel’s significantly strengthened last week its export control regime following legislative approval of all its provisions in the Knesset (Israel's Parliament). The law will formally take effect at the end of the year.
 
The passage of the new Defense Export Control Law marks more than two years of intensive MoD-led, interagency coordination with Israeli exporting community as well as with the U.S. and other allied governments.
 
Eli Pinko, director of MoD’s Export Control Division, said in a press release following the Knesset's approval that “It’s one of the world’s more advanced export control laws. It was carefully coordinated with the United States and also includes provisions adapted from leading European exporting nations”.
 
The new law covers, in addition to traditional defense exports, dual-use items as well as intellectual property and other intangible.
 
Among its provisions, the law requires Israel’s MoD to maintain a frequently updated registry of certified exporters, including brokers who reside in Israel but trade in non-Israeli-origin items or services.
 
The new law also grants oversight responsibility to Israel’s Foreign Ministry, whose representatives are to work in full partnership with Israel’s MoD's Export Control Division on all stages of the export licensing review process.
