The president of the Israeli Manufacturer’s Association Mr. Oded Tira has called upon the Government to set up a law which will require worker’s organizations to carry our secret ballots among their workers, before a decision to declare a nationwide strike is taken.

Mr. Tira called upon the Government to extend the present 15 days period during which mediation and negotiation is to be used to a longer period of 60 days in order to allow a longer period of time to enable both side to exercise all means to reach an acceptable solution to the dispute.

Mr. Tira claims that the last wave of strikes were devastating to the economy, mainly by creating additional 25,000 unemployed people and a loss of production estimated to be around 4.9 billions Shekels ( 1% of GNP ).

Mr. Tira has also put forward a recommendation to the Government to consider the setting up of a compulsory mediation body which will handle labor dispute and which will provide, after having conducted the mediation process, its final endorsement to any proposed strike.

Without its approval, no strike will be possible. The proposed body will have representatives from the private sector the Government and the workers.
In addition Mr.Tira suggests that the so called “special committees” that are set up by the strikers to handle special request, will be supervised by the national labor court to prevent unreasonable decisions.
