The group won a mill tender to build the new wharves at Jubilee together with local firm Ashtrom, but the work overran by 2 years and Dragados was fined NIS 65 Million
 
The Ashtrom-Dragados HaYovel Group which constructed the HaYovel port in Ashdod, lodged last week a legal claim amounting to NIS 962 million against Israel Ports Development & Assets Company Ltd. (IPC) and Dan Halber, Director, Ports Development Administration who directed the project.
 
The Ashtrom-Dragados HaYovel (Jubilee) Group claims that it suffered heavy losses due to mismanagement of the project. The Israel Ports Authority awarded in 2000 the new Ashdod port tender to the Ashtrom-Dragados HaYovel Group, a joint Israeli-Spanish concern that specializes in nautical projects.
 
The project was implemented in two phases. Stage 1, costing NIS 2.9 billion, featured a 1,150 meter extension to the main breakwater and 1,700 meters of new quay designed to allow 14-15.5m water depth. Stage 2 of the project featured a 1,000 meter lee breakwater and 2,150 meters of additional quay.
 
Dragados, part of the global ACS group, won a NIS750 mill tender to build the new wharves at Jubilee together with local firm Ashtrom, but the work overran by almost two years and Dragados was fined some NIS65 million.
 
IPC issued a statement noting that the work carried out by the group was apparently unprofessional, causing long delay and damage to the Israeli economy.
